Three more FMBA medical centers may begin providing VMP-II

The Medical and Sanitary Unit in the Tver Region is one of the regional basic multidisciplinary clinics of the Federal Medical and Biological Agency; it houses children's and adult outpatient clinics and a hospital.
Medical and Sanitary Unit No. 9 in Dubna has a narrower specialization – it provides rehabilitation for patients with motor problems, especially after strokes, traumatic brain injuries and neurosurgeries. The organization is a model center for industrial medicine, serving the “atomic city” of Dubna and includes a vascular center, hemodialysis departments, a cardiology department and others.
The Pulmonology Research Institute is one of the leading Russian medical institutions for the diagnosis and treatment of respiratory diseases. It specializes in the treatment of chronic non-specific and orphan lung diseases, including cystic fibrosis.
In 2024, 29 FMBA clinics provided high-tech medical care II to about 30 thousand people for 15.5 billion rubles. The agency's most active medical organization in this segment is the Federal Scientific and Clinical Center for Specialized Types of Medical Care from Moscow - its volumes, according to the Vademecum Analytical Center, amounted to 4.7 thousand cases for 1.9 billion rubles at the end of 2024.
The list of federal clinics authorized to provide high-tech medical care is updated annually. In 2025, it included the V.V. Vinogradov City Clinical Hospital, which was transferred to the Ministry of Education and Science from the Moscow Department of Health. Formally, the City Clinical Hospital became a division of RUDN. The list was also expanded by the Federal Scientific and Clinical Center for Medical Rehabilitation and Balneology of the Federal Medical and Biological Agency; the Kuban State Medical University and the Childhood Rehabilitation Center remained outside the federal subsidy.
According to the Federal Compulsory Medical Insurance Fund, a total of 131.3 billion rubles were spent from the federal budget in 2024 on the second list of high-tech medical care, of which 129.9 billion rubles were spent directly on federal medical centers. These funds were used to pay for 292.6 thousand cases of treatment, mainly in the profiles of "cardiovascular surgery", "traumatology and orthopedics" and "oncology" (a total of 183.5 thousand cases).
High-tech medical care-II, which includes the most unique and expensive cases of medical care, is also provided by regional third-level clinics - at the expense of a federal subsidy or at the expense of local budgets. According to Vademecum, at least 116.9 thousand cases of such medical care were distributed in 2024 for 44.7 billion rubles.
