The court returned the residential building of the UDP sanatorium in Kislovodsk to state ownership

The Prosecutor General's Office filed a corresponding lawsuit in May 2025. The court found that Sergei Makarov held the position of director of the Krasnye Kamni sanatorium for over 20 years. During this period, he received a land plot from the administration of the resort city of Kislovodsk for the construction of an apartment building, which was supposed to house apartments for the health resort's employees.
According to the court, Makarov, "despite the lack of approval from the owner of the land plot represented by the Presidential Property Management Department, in violation of the charter, employment contract, and legislative norms," signed an investment agreement with the Asset Management Center for the construction of a nine-story residential building with an area of 4.9 thousand square meters and 86 apartments. According to the terms of the agreement, 22% of the area (19 apartments) were to go to the employees of the health resort, and the remaining 78% (67 apartments) to the Asset Management Center.
Later, the terms of the agreement were changed: the sanatorium was to receive only 2%, while the Central Management Agency received 98%. According to the court, Makarov entered into an additional agreement with the organization, under which the sanatorium's share was replaced by a cash payment of 4.72 million rubles. Because of this, the state completely lost its participation in the investment project. The actual damage from the actions of the former director of the sanatorium was estimated at 356 million rubles.
After the building was put into operation, the owners of 26 apartments became employees of the North Caucasus MRSK, the Asset Management Center, heads of fuel and energy companies, other representatives of the business community, friends and relatives of the defendants, the Prosecutor General's Office stated.
In 2017, the decision to put the facility into operation was cancelled at the request of the prosecutor's office. At the moment, the 16th Arbitration Court of Appeal in Yessentuki is considering a case on the claim of the Asset Management Center to recognize the organization's ownership rights. The defendant is the administration of the resort city of Kislovodsk.
"Makarov's consistent actions were aimed at enriching a commercial organization to the detriment of the interests of the state and society, which is a manifestation of corruption. The court found that the seizure of the construction site in its entirety was socially justified, was conditioned by the goal of combating corruption, and also met the requirements of legality and justice, and therefore decided to convert it into the revenue of the Russian Federation," the court said in a statement.
