The Kamchatka Regional Hospital's construction directorate intends to recover 90 million rubles from the contractor.

According to the court, the contractor was supposed to conduct engineering surveys and adjust the design and working documentation, with a final delivery date of July 31, 2023. However, by August 20, 2025, only two of the five stages had been completed, with delays ranging from 517 to 872 days. The total penalty exceeded 90.6 million rubles.

The plaintiff also pointed out additional violations – a delay in the transfer of a set of documentation, for which a separate fine of 100 thousand rubles was assessed.

In its statement, the management emphasized that the contractor's arguments about the customer's fault for the delays are unfounded. According to the plaintiff, the customer provided initial data and coordinated requests in a timely manner, acting in strict compliance with the terms of the contract and the law.

Construction of the facility, designed for 450 beds and 50 visits per shift, began in 2011. At the time, the cost of the hospital's construction was estimated at 8.3–8.5 billion rubles. In 2014, a contract for the construction of the buildings was awarded to Kamchatzhilstroy OJSC, but the company was later declared bankrupt. Two years later, a second contract was awarded to Master LLC. A third contract for 628 million rubles was awarded to Gask in May 2017, which was also later declared bankrupt. During these years, only the foundation was poured and the skeleton of the hospital was erected.

In April 2021, the Russian government allocated 6.9 billion rubles from the federal budget for the hospital's completion. Crocus International JSC was appointed as the contractor, and the Federal Center for Construction Supervision, which is under the jurisdiction of the Russian Ministry of Construction, was appointed as the authority to oversee the first phase of construction.

In early January 2024, the hospital's commissioning schedule was pushed back by a year to the end of 2024. At the same time, the contract with Crocus International JSC was extended.

In August 2025, Kamchatka Krai Governor Vladimir Solodov announced that construction of the regional hospital was fully completed and licensing was underway, after which staff would begin moving in and the first patients would be admitted. In early September, Russian President Vladimir Putin held a ceremony to mark the completion of the Kamchatka Krai Hospital. Full operation of the medical facility is scheduled for September of this year. The final cost of the project exceeded 13.7 billion rubles.
