Kotyakov: 20% of TSR users choose electronic certificate

As reported by the Ministry of Labor of the Russian Federation, at present more than 1.8 thousand sellers and manufacturers of TSR are registered in the system of realization of electronic certificates. For the purchase of rehabilitation means there are 5 thousand points of sale, including Internet platforms.

The department also noted that in total, 37% of citizens with disabilities have recommendations for providing TSR in their individual rehabilitation and habilitation programs. The specification of the means depends on the nosology.

In November 2024, the Russian Social Fund reported that since the beginning of that year, Russians with disabilities had issued 986 thousand electronic certificates. By that time, thanks to the support measure, 181 thousand people had received TSR. Thanks to the electronic certificate, disabled people acquired prostheses and orthoses, wheelchairs, daily care products, including absorbent underwear and diapers.

In November 2024, the Ministry of Labor proposed changing the rules for providing disabled people, including veterans, with technical rehabilitation equipment and prostheses. It is proposed to calculate the period of use of the technical rehabilitation equipment from the date of its provision to the disabled person. When purchasing a product using an electronic certificate, documents confirming the transfer of the technical equipment for use or purchase documents will be taken into account. The document has not yet been adopted.

In March 2023, the Ministry of Labor reduced the period for paying compensation for TSR purchased independently by a disabled person. The procedure for making a decision on paying compensation was reduced from 30 to 15 working days, and the period for accruing money was reduced from 30 to 5 days. As calculated when developing the draft thematic order, this will reduce the total waiting time for compensation from 60 to 20 working days.
