With the start of the heating season, Rospotrebnadzor reminds citizens of the steps to take in the event of unheated or poor-quality heating. If heat supply standards are violated, they must document this by reporting the problem to the emergency dispatch service, both verbally and in writing, and submit a complaint to the service provider, RIA Novosti reports.

According to legislation, heating must be provided 24 hours a day throughout the entire heating season. Permissible interruptions are strictly regulated: no more than 24 hours in total per month; no more than 16 consecutive hours at room temperatures between +12°C and the standard; no more than 8 hours at temperatures between +10°C and +12°C; and no more than 4 hours at temperatures between +8°C and +10°C.

The standard temperature in living spaces is set at no lower than +18°C (+20°C in corner rooms). In cold climates, these figures rise to +20°C and +22°C, respectively.

If poor service is confirmed, the heating fee may be reduced or even waived entirely. If the management company fails to act, citizens have the right to appeal to the state housing inspectorate or the court for compensation for damages and moral harm.
