In mid-April , Prime Minister Donald Tusk announced the nationalization of the economy . He noted that "the era of naive globalization is ending."

Most entrepreneurs and experts who participated in the 17th European Economic Congress in Katowice regarded this announcement as the beginning of a "new era of economic patriotism" and as the end of a certain era in which Polish companies could - in some large infrastructure projects - only be subcontractors.

The state must control the flow of capital. Polish companies need support in tenders

As the participants of the discussion panels devoted to the economy at EEC 2025 unanimously emphasized, the announcement of repolonization should be associated, among other things, with the fact that the funds intended for the development of our economy must actually remain in our economy and not be transferred outside its borders.

Entrepreneurs also complained that Polish companies pay higher taxes than their foreign competitors on our market operating in the same industries.

As the congress participants emphasized, the state should create conditions for Polish companies to develop, including through preferences related to tenders or greater access to public procurement .

The New National Economic Patriotism: What Government Can and Cannot Do?

Is such national patriotism possible in the conditions of the European Union? According to the president and managing partner of PKF Polska, Ewa Jakubczyk-Cała , with whom we spoke in Katowice during EEC 2025, such conditions can be created in the current legal system. However, this requires good will.

I understand the Prime Minister's announcement about the repolonization of the economy as managing the flow of capital (both Polish and international) in such a way that the interests of Poland are taken into account in each case - our interlocutor emphasizes and adds that in this respect there is still a lot to be done in Poland.

As regards preferences in public procurement, as the president of PKF Polska reminds, in principle, in accordance with EU law, it is not possible to favour companies from Poland.

- How can we ensure that these orders, which often concern pro-social investments, are directed primarily to Polish industry and entrepreneurs? This is primarily a matter of drawing up the appropriate order specification . For example, it can include a condition that 90% of the management staff must speak Polish or 70% of workers must speak Polish - gives examples of president Jakubczyk-Cały.

As our interviewee points out, however, such a specification cannot always be used. The exceptions are, for example, sophisticated products unavailable on the Polish market .

There is a lack of hubs where profit is not the most important value, but social security

Another issue that requires protection is the transfer of national or EU funds, such as those from the National Reconstruction Plan (KPO), outside Poland's borders.

If Chinese companies win the tender with KPO, this is not supporting Poland with EU funds, but only a transfer of certain benefits from the contract outside the EU - gives an example of Ewa Jakubczyk-Cały.

As the president of PKF Polska emphasizes, in principle capital is global, but each country should decide on the directions of capital flows itself .

Foreign capital - in most cases - transfers surpluses to their own countries. - These funds do not remain for the development of the Polish economy - emphasizes our interlocutor.

She also adds that we should not allow - without any restrictions - the implementation of certain investments in Poland that do not contribute to economic development, but only increase competition on the market. In such cases, it is better to develop our business.

According to Ewa Jakubczyk-Cała, special programs should be launched in the economy that would secure risk and support our young entrepreneurs. Although the banking surplus reaches about PLN 300 billion , only 70 percent of deposits are involved in credit activity.

Young entrepreneurs, who often have excellent technical ideas, have problems with obtaining credit and go abroad. Poland can afford to support these entrepreneurs who have exceptional technical ideas, even if only one of the three investments comes out well, but it is the so-called bull's eye - notes president Jakubczyk-Cały.

- Hubs should be created, where profit is not the most important value, but social security.
