It sounds quite complicated, but civil protection resources are simply all the means, equipment, people and other resources necessary for the effective management of various types of crises. Such resources include both infrastructure elements, such as shelters, hiding places, crisis management centers, and human resources, such as rescue teams or law enforcement.
The Regulation specifies the method of recording civil protection resources, the method and procedure for maintaining the Central Register of Civil Protection and Civil Defence Resources and the Provincial Registers of Civil Protection and Civil Defence Resources, the minimum set of functionalities of the Central Register of Resources and the Provincial Registers of Resources, including the method of functioning in emergency situations and the requirements for software for communication with the register.
The document states that civil protection authorities and civil protection entities shall appoint persons responsible for accounting for resources.
These bodies shall be granted access to the IT system supporting the Central Register of Resources or the IT system supporting the Provincial Register of Resources within 30 days from the date of obtaining the status of a population protection body or a population protection entity, respectively.

- ensure that backup copies of the data processed are made;
- have mechanisms for identifying, authenticating and authorizing users;
- have mechanisms that allow you to assign a specific action to a person or process and place it in time;
- ensure the security of processed data, including data encryption during transmission.
