Putin ordered the formation of a Sports Medicine Development Strategy

According to the president, the percentage of children regularly participating in sports currently stands at 93.8%. "But these figures don't reflect the most important thing—the results of their activities. What's important is how these activities impact a child's health, their studies, and their physical and overall development. To more accurately determine these results and further support children's physical education and sports participation, it is proposed to synchronize the activities of the healthcare, sports, and education systems," Putin believes.

The head of state instructed the government to ensure this task is addressed, which requires engaging leading scientific organizations and the National Center for Sports Medicine to develop appropriate benchmarks and indicators, methods, and evaluation criteria for all those responsible for education, physical education, and children's health.

"Health, as the primary focus for developing sports and promoting the values ​​of physical education among young people, requires high-quality medical support for activities. The comprehensive and harmonious physical development of children is the shared responsibility of school health workers and teachers. It is also important to systematically monitor children's athletic performance and develop training plans that take into account their individual needs," Putin explained.

New approaches should be reflected in government information systems. The President ordered that access to personal information—data on those who regularly exercise, their health trends, and recommendations on the volume and quality of exercise—be restricted. This information should be protected so that it is available only to those with the "relevant knowledge."

At the meeting, Federal Medical and Biological Agency (FMBA) head Veronika Skvortsova asked Vladimir Putin to instruct the Russian government to work with the agency to address the issue of overseeing the medical and biological support of athletes on regional national teams, particularly minors. Skvortsova believes that this decision, coupled with the creation and implementation of a unified methodology for medical and biological support for high-performance sports, will guarantee improved quality of athlete training in every Russian region.

The President emphasized that medical and biological support should be organized on a larger scale, including in schools and universities. The head of the Federal Medical and Biological Agency noted that such support is currently under the authority of the Russian Ministry of Health, and the agency is prepared to take "the most active part."

In mid-October 2025, the Russian Government submitted a bill to the State Duma granting the Federal Medical and Biological Agency of Russia the authority to approve and establish procedures for developing guidelines for organizing medical and biological support for athletes participating in national and regional teams, as well as those involved in adaptive sports. Amendments are proposed to Articles 14 and 42.1 of Federal Law No. 323-FZ "On the Fundamentals of Public Health Protection in the Russian Federation." The draft document states that the procedures for organizing medical and biological support at the local level will be approved by the regional Ministry of Health, in consultation with the Ministry of Sport of the constituent entity, based on the Federal Medical and Biological Agency's guidelines. The draft law has not yet passed its first reading.
