WhatsApp's debt in fines in Russia has been named

WhatsApp owes almost 22 million rubles in fines

Messenger WhatsApp has accumulated a debt of 21.7 million rubles in unpaid fines, according to court documents reviewed by TASS.
Three enforcement proceedings were initiated against the company from March 2023 to April 2025. The documents were received from the courts of the Tagansky District of Moscow. Among them is a fine of over 3.2 million rubles under Part 2 of Article 13.41 of the Code of Administrative Offenses of the Russian Federation (failure to remove information). Specifically, this concerns the failure to clear the platform of prohibited information containing offers for the remote sale of prescription drugs.
In addition, the messenger has a debt of 18 million rubles under Part 9 of Article 13.11 of the Code of Administrative Offenses of the Russian Federation (violation of the law on personal data), as well as a debt of 500 thousand rubles.
Currently, enforcement proceedings have been terminated on the basis of paragraph 3, part 1, article 46 of the Federal Law "On Enforcement Proceedings" (collection is impossible due to the lack of information on the location of the debtor, his property or accounts).
It should be noted that since February 2021, Roskomnadzor has been systematically drawing up administrative protocols against social networks and messengers for failing to take measures to remove calls for unauthorized actions (including appeals to minors) and the dissemination of other information prohibited in Russia.
