Sakhalin Parents' Committee Approves Introduction of Integrated State Final Examination and Return of Subject Grades

Sakhalin is introducing behavioral assessments — this big news was reported not only in regional but also in federal media. The fact is that Sakhalin Oblast was the first to participate in a thematic conference with representatives of the Presidential Council for the Development of Civil Society and Human Rights (HRC). Families with many children and not only parents fully supported the initiative. And the “integrated assessment” after 11th grade was also almost unanimous.
At the same time, a public opinion poll was conducted among parents in the Tula Region on the topic of a project dedicated to reducing the number of subjects on the OGE. That is, should those who enter the secondary vocational education system (technical school, vocational school, college) after the 9th grade only take Russian and mathematics? And here it cannot be said that the answers were unanimous: 31% of respondents approved of the idea, 25% said that if the "extra" OGE is cancelled, then for everyone. Another 23% spoke out in favor of preserving "all exams for everyone."
However, such voting and surveys in the regions have been going on for several years now — as long as there has been talk about the return of “twos” for behavior. In the same homeland of gingerbread and samovar, the previous survey was held in September. The reason for the idea to return the disciplinary column of grades to schools was voiced last year by the Ulyanovsk ombudsman Ekaterina Smoroda, known for her concern for teachers: according to her, “65% of teachers encounter rudeness, disruption of lessons, aggression, damage to property, insults from schoolchildren.” And there is no way to deal with such children. By the way, in addition to the “behavior grade,” teachers proposed “deducting 1-2 points from the Unified State Exam results” for bad behavior; this was also reported to the Human Rights Council.
And now, it seems, the Council has switched from teachers to parents. If the "direct bridge" between the HRC and regional parent communities was named the first, then there will be more. The Far Eastern "first swallow" inspired the participants of the meeting so much that the conference moderator, HRC member Vladimir Ikonnikov noted that "such issues" should be discussed in this way. "Without censorship" and preparation. "Behavior assessments" and an integrated assessment after the 11th grade, which will reflect not only the Unified State Exam scores, but also the final certification in other subjects, were unanimously supported by the Sakhalin Parent Committee.
- From a legal point of view, the issue of reforming the OGE is, of course, more relevant, - says lawyer Stanislav Popov. - This is, after all, a bill, it has already passed the first reading in the State Duma. And it is moving forward - it has passed the relevant committees, received conclusions from some of them. By the way, not always unambiguous - if the committee on science and higher education approved the document, then the committee on the protection of the family, fatherhood, motherhood and childhood wrote about the contradictions to the "goal setting of the State Final Examination", about the unequal conditions for students that the initiative creates.
But, in any case, this is already the stage of working out the draft law. And nowhere in the document is there any expansion of the pilot program to other regions, which the State Duma had previously “dreamed about.” Moscow, St. Petersburg, Rostov and Tyumen regions, and Alania-North Ossetia are mentioned as regions where in 2026, as an experiment, a “simplified” OGE for graduates who are going to college may be introduced.
- As for the introduction of disciplinary assessments or other initiatives that affect state certification, at the regional level - from a legal point of view, there are no grounds, - Stanislav Popov continues. - The return of "twos for behavior" was voiced at a meeting of the Human Rights Council, which has the status of an advisory body to the president. Parents' meetings are also public organizations, where they are created, they consult regional and municipal government bodies. That is, to say that these assessments are being introduced somewhere and now, in any case, is premature.
In early February, the president instructed the government to discuss the possibility of introducing disciplinary assessment in schools. The commission includes the Commissioner for Children's Rights and an interdepartmental group, which includes the Human Rights Council.
The situation with the integral assessment is even more long-term - there is a public discussion with the teaching and parental community. However, the deadlines for the interim results for both "articles" are not so different: Putin should be informed about disciplinary assessments by the end of June 1, about the integral ones - in a month, by July 1.
It happens that regions introduce some new rules for schools independently. An example is the ban on wearing hijabs in schools in the Vladimir region. And now in Tula, by the way. From March 1, this region will introduce "standard requirements for schoolchildren's clothing." Among them, there is this: "clothing should not be of a religious or antisocial nature."
But the changes to the federal law "On Education", the adjustment of the GIA system are not some requirements for the appearance of the student. This is a serious adjustment of the law, a reform that cannot be solved at the level of social surveys and consultations.
