Russia bans entry of foreign ships without authorization

The President of Russia signed a decree on Monday banning foreign ships from docking in Russian ports without authorization from the Federal Security Service (FSB).
The decree, which comes into effect on the day it is signed by Vladimir Putin, also determines the creation of a special group within the FSB to analyze requests from harbormasters .
Until now, authorization to dock foreign ships was the responsibility of the Russian Ministry of Transport.
A special procedure has been established only in cases where the port in question shares territory with a naval base .
