New, nationwide system. Dead and living donors in the database

According to the Ministry of Health, the existing system for managing the database of donors and recipients in Poland does not currently ensure full coordination of activities in the process of allocating organs, tissues and cells. Therefore, on Wednesday, the draft amendment to the act on the information system in health care prepared by the Ministry of Health was submitted for public consultation.
It assumes the introduction of a new system: e-Transplant. According to the project - the data administrator will be the Organizational and Coordination Center for Transplantation "Poltransplant".
The e-Transplant system aims to conduct, among others:
- deceased donor registry,
- living donors,
- hematopoietic cell donors,
- national transplant waiting list,
- national transplant registry.
The first level of support will be a hotline for users of the e-Transplant system. Its task will be to register, classify and solve basic problems and provide information on the operation of the system. It will accept telephone and e-mail reports, provide initial diagnostics and solve typical problems (e.g. password reset, login errors), transfer more complex reports to the second or third line of support, inform users about the status of the report or system failures, maintain documentation of reports in the Helpdesk system.
According to the project assumptions , the system will contain solutions based on donor and recipient selection algorithms developed in cooperation with transplantology experts in the country . It is to be an advanced and effective tool for processing data related to the collection, storage and transplantation of organs, tissues and cells.
In addition, the planned change assumes the introduction of the e-Hemophilia system , which will collect data enabling monitoring of processes related to medical care for patients with hemophilia and related bleeding disorders. It will be possible to transfer data from the e-Hemophilia System to the Medical Information System (SIM) using the Online Patient Account.
The draft amendment assumes the classification of the e-Krew System as one of the domain-specific teleinformatic systems that make up the health care information system.
The administrator of the e-Blood System is the e-Health Center. The full version of the e-Blood system has been launched in production in two of the twenty-three centers, i.e. in the Regional Blood Donation and Blood Treatment Centers in Białystok and Opole. In the remaining blood donation and blood treatment centers, the e-Blood System is implemented to the extent necessary to support basic services for donors and hospitals.
According to the plan, the e-Krew system is to be launched in all Centres by the end of 2026.
The draft amendment also includes a change to the Act on the Medical and Dental Professions regarding the demand for selected medicinal products , and introduces regulatory changes to the Act on Population Protection and Civil Defence, releasing service providers from the obligation to report some data to the Healthcare Resources Registration System.
According to the bill, the act will enter into force 14 days after its announcement.
