Iran-Israel War: Amnesty Accuses Tehran of Using Cluster Munitions

“Cluster munitions are indiscriminate weapons that must never be used. By using these weapons in or near residential areas, Iranian forces have endangered civilian lives and shown blatant disregard for international humanitarian law,” said Erika Guevara Rosas, Research, Advocacy, Policy and Campaigns Director at Amnesty International.
Cluster munitions are designed to release a large number of small explosive charges over an area. In addition to having a wide area of effect, some of these charges do not explode upon impact and can cause long-term casualties. Iran and Israel are neither signatories nor parties to the 2008 Convention on Cluster Munitions, which prohibits the use, production, stockpiling, or dissemination of such weapons.
