Urinating in the streets of Bogotá is not only disrespectful to public spaces, but also represents a serious problem for public health and well-being. This behavior contributes to environmental pollution, generates unpleasant odors, affects the urban image, and endangers the health of pedestrians. Therefore, the city government is implacable in its response, issuing hefty fines. How much is the fine?
In Bogotá, urinating in public is classified as a type 4 infraction in the National Code of Security and Citizen Coexistence (Law 1801 of 2016). This classification corresponds to the most serious offenses and carries a fine of $759,200 COP, in addition to an additional obligation: participating in community or educational activities such as painting parks, cleaning historical sites, or collecting trash in ravines. The District has issued more than 4,000 fines during 2025 to citizens caught urinating in public spaces, as part of an effort to preserve hygiene, order, and urban coexistence. These sanctions have been concentrated in high-traffic areas such as the historic center, party areas, and busy pedestrian corridors, where the offense negatively affects both the environment and mobility.

A relevant exception applies to homeless people: they are exempt from paying the fine due to their vulnerability, in accordance with Constitutional Court ruling C-062 of 2021. This differential measure seeks to guarantee a more humane and fair approach in situations where access to health services is limited or nonexistent.

Other fines for not respecting the rules of coexistence▪️Type 1 Fine: $94,900: Failure to pick up animal droppings in public spaces or common areas; entering or exiting stations or portals through locations other than designated doors; and obstructing exclusive cyclist lanes, among others.
▪️Type 2 fine: $189,800: for causing fights or engaging in violent confrontations that may lead to physical assault; evading paying public transportation fares; and disrespecting police officers, among others.
▪️Type 3 fine: $379,600: for physically assaulting people by any means; contracting for the transport of debris in unfit or inadequate means; and disrupting neighborhood life by excessive noise, among others.
▪️Type 4 Fine: $759,200: for assaulting or throwing objects at police officers; washing personal property in a public space or street; relieving oneself in a public space; and misusing the Emergency Line, among others.
