Codhem begins investigation into alleged failure of authorities in the case of child Fernando

TOLUCA, Edomex (apro) .- The Human Rights Commission of the State of Mexico (Codhem) began an ex officio investigation into the case of the child Fernando, kidnapped and murdered in the municipality of La Paz, for an alleged debt of one thousand pesos that his mother contracted, with the purpose of analyzing whether there were violations of the victims' rights within the process of attention by the authorities.
The agency stated that staff from the Nezahualcóyotl headquarters of the General Inspectorate initiated complaint file CODHEM/NEZA/295/2025 to determine possible human rights violations, for which the corresponding reports will be requested from the authorities related to the case.
Myrna García Morón, president of Codhem, indicated that data is being collected to analyze whether there were violations in the process of addressing this matter, as part of the investigation initiated ex officio with the data that is partially gathered.
He also stated that the child's mother, as an indirect victim, is expected to take up the complaint so that the investigation can be strengthened; and he offered to provide her with any support she requires.
Noemí Marcelina “N,” Fernando's mother, has reported threats from the La Paz Gender Police, seeking to force her to withdraw from the case and change her legal defense, as well as the failure of municipal authorities and the Attorney General's Office of the State of Mexico (FGJEM) to intervene promptly to rescue the minor alive.
According to the investigation file, on the same day the child was abducted, July 28, the mother went to a Municipal Police station near her home to request help, but was told they couldn't intervene because she had to file a report first.
She then went to the Municipal System for the Comprehensive Development of the Family (DIF), where, she said, "they ignored me."
On July 31, the Special Prosecutor's Office for Missing Persons asked her to return on Monday because there was no Public Ministry (MP) available to assist her over the weekend. On August 3, she returned to the MP, and the Gender Police intervened the following day.
By the time the officers entered the home of the alleged kidnappers, the child's body was found lifeless, having been dead for several days.
Noemí and her siblings, Alfredo and Cecilia, believe that a timely rescue would have prevented the child's death.
