Colombia marked a milestone in animal welfare with the implementation of the Kiara Law, or Law 2480 of 2025, a law that establishes specific regulations for pet care services, such as daycare centers, hotels, grooming salons, dog walkers, and others.
The law was promoted after the case of Kiara, a dog who disappeared while in the care of a dog daycare. The incident sparked widespread public outcry and highlighted the need for greater oversight and control over these types of services.
This legislation seeks to guarantee safe, responsible, and transparent conditions for pet care, strengthening the protection of pet rights and strengthening pet owners' trust in those who care for their animals.

What requirements will be required of animal care facilities?
  • All establishments must be registered with the Chamber of Commerce and comply with protocols, especially those related to pet transportation.
  • Security cameras must be installed in daycare centers, hotels, hair salons, and similar establishments.
  • Dog walkers may not handle more than eight dogs at a time. They must be trained in first aid and design appropriate transport routes based on each animal's breed, age, and behavior.
  • Grooming salons and beauty centers must have cameras that record all procedures. They cannot detain dogs for more than a day or sedate them without the owner's authorization.
  • Dog schools and daycare centers must have a maximum of 20 animals per caregiver, have surveillance cameras, and send photos or videos of the pets upon request.
It is important to note that failure to comply with any of the requirements established by law may result in penalties and fines.

These are the sanctions and fines for failing to comply with the Kiara Law.
Pursuant to Article 13 of the Law, failure to comply with the provisions established in this standard, as well as the technical regulations mentioned in Articles 4 and 6, may result in one or more sanctions, which will be imposed by the corresponding municipal or district mayor's office.
These measures will be determined based on the severity of the incidents and the harm caused to users, and will be applied in accordance with the procedure established in Law 1437 of 2011, Title 3, along with any regulations that modify, supplement, or replace it.
This is without prejudice to the possibility of initiating other administrative, civil or criminal actions, as appropriate:
  1. Admonition.
  2. Suspension of activity and temporary exclusion from the registry until the non-compliance is remedied.
  3. Sealing of the establishment.
  4. Permanent exclusion from the register.
  5. A fine ranging from five to twenty times the current legal minimum monthly wage may be imposed. The amount will be determined based on the severity of the violation, the impact on animal welfare or the user, the offender's financial means, and whether the violation is a repeat offense.
